The substance has no oxidizing properties.
Executive summary:

The substance was tested for oxidising properties in accordance with EC A.17. The substance was tested as part of a cellulose mixture in a 1:1 and 4:1 ratio and was determined to have a mean burning time in excedance of 180 seconds across five test samples. This was examined via a potassium bromate and cellulose mixture of 3:7, 2:3 and 3:2 mixture ratio. The mean burining times of five tests were 90, 43 and 17 seconds for the potassium bromate and cellulose mixture, respectively. Based upon these results it was concluded that the substance has no oxidizing properties and is therefore not classified as a Division 5.1 substance.
