In Annex IX of Regulation (EC) No 1907/2006, it is laid down that toxicity testing on soil species shall be proposed by the registrant if the chemical safety assessment indicates the need to investigate further the effects on sediment organisms. In chapter 9 and 10 of the attached CSR it is clearly stated that the substance does not pose any threat to the environmental compartment of concern. According to Annex I of this regulation, the chemical safety assessment triggers further action when the substance or the preparation meets the criteria for classification as dangerous according to Regulation EC 1272/2008 or is assessed to be a PBT or vPvB. The hazard assessment of 1-vinylimidazole reveals neither a need to classify the substance as dangerous to the environment, nor is it a PBT or vPvB substance, nor are there any further indications that the substance may be hazardous to the environment.  The test substance is not supposed to be directly applied to soil and an indirect exposure to soil is of low concern:

The substance has a low potential for adsorption to soil particles at environmentally relevant pH values (worst case log Koc of 2.94 at pH 5) and it has no bioaccumulative properties (log Kow clearly below 3 under environmental relevant conditions). The assumption concerning low adsorption to soil particles is substantiated by a Mackay Level I calculation which predicts a predominant distribution of the test compound in the compartment water (98 %). Additionally, the lack of any harmful effects in aquatic tests on all three trophic levels at concentrations below or equal 100 mg/L indicate a low hazardous potential of the test substance towards soil organisms. Therefore, no tests on terrestrial organisms are provided.
