ECHA’s committees conclude on two restrictions and 10 harmonised classification and labelling opinions

The Committee for Socio-economic Analysis (SEAC) adopted its opinion on the restriction proposal on N,N-dimethylformamide (DMF). The Committee for Risk Assessment (RAC) adopted its opinion on the restriction proposal on siloxanes (D4, D5, D6).

REACH

Revised completeness check to be launched in April 2020

The completeness check will be extended to chemical safety reports to ensure they contain all the elements required under REACH. More explicit checks on key hazard endpoints will also be included in the revision.

Consultation on harmonised classification and labelling

ECHA is looking for comments on the harmonised classification and labelling proposals for:

benfluralin (ISO); N-butyl-N-ethyl-α,α,α-trifluoro-2,6-dinitro-p-toluidine (EC 217-465-2, CAS 1861-40-1). For additional information on this active substance please consult the draft assessment report on EFSA's website;
melamine (EC 203-615-4, CAS 108-78-1);
transfluthrin (ISO); 2,3,5,6-tetrafluorobenzyl (1R,3S)-3-(2,2-dichlorovinyl)-2,2-dimethylcyclopropanecarboxylate (EC 405-060-5, CAS 118712-89-3); and
4,4’-sulphonyldiphenol; bisphenol S (BPS; EC 201-250-5, CAS 80-09-1).

The deadline for comments is 7 February 2020.

Five intentions have been received to harmonise the classification and labelling of:

potassium hydrogencarbonate (EC 206-059-0, CAS 298-14-6);
2,2',6,6'-tetrabromo-4,4'-isopropylidenediphenol (EC 201-236-9, CAS 79-94-7);
reaction mass of 1-(2,3-epoxypropoxy)-2,2-bis ((2,3-epoxypropoxy)methyl) butane and 1-(2,3-epoxypropoxy)-2-((2,3-epoxypropoxy)methyl)-2-hydroxymethyl butane (EC -, CAS -); and
2,3-epoxypropyl neodecanoate (EC 247-979-2, CAS 26761-45-5).

A proposal has been submitted for lithium carbonate (EC 209-062-5, CAS 554-13-2).

Biocides

Guidance on pollinators to be developed

At the request of the European Commission, we are starting to develop guidance to assess the risk to bees and other arthropod pollinators from the use of biocides, . The guidance will take into account EFSA’s guidance on bees, which is currently under review, and is expected to be available by the end of 2021.

Supply chain communication

Workshop on the guideline for users of 1-methyl-2-pyrrolidone

ECHA, together with Petrochemicals Europe (a sector of Cefic), will organise a workshop to discuss the recently published guideline on 1-methyl-2-pyrrolidone (NMP) (EC 212-828-1, CAS 872-50-4). At the event, experts from industry and authorities will explain how the guideline helps the users of NMP to comply with the REACH Restriction entry 71.

The workshop will take place on 18 March 2020, witha potential site visit is scheduled on 19 March 2020 in Belgium. Further information will follow at the start of 2020.
