National Inspectorates - Norway

Organization and responsibility of enforcement activities with respect to REACH, CLP and BPR are laid down in the national regulations implementing REACH, CLP and BPR.

National enforcement authorities, which deal with issues relating to the environment, consumer products, occupational health and safety are responsible for ensuring compliance with REACH, CLP and BPR within their respective spheres of responsibility.

Authorities responsible for REACH enforcement

  • Norwegian Environment Agency - National Competent Authority (CA) for REACH and the coordinating agency for REACH enforcement activities in Norway. Norwegian Environment Agency has the enforcement responsibility for all industrial sectors with respect to environmental aspects and to consumer articles.
  • The Norwegian Labour Inspection Authority - Enforcement responsibility for all industrial sectors with respect to occupational safety and health.
  • Directorate for Civil Protection and Emergency Planning (DSB)
  • Norwegian Petroleum Safety Authority (PSA)

Authorities responsible for CLP enforcement

  • Norwegian Environment Agency – is the coordinating agency for CLP enforcement activities
  • The Norwegian Labour Inspection Authority
  • Directorate for Civil Protection and Emergency Planning (DSB)
