Justification:

Criteria for assessing PBT properties are defined in Annex XIII, REACH Regulation (EC) No. 1907/2006. Further details are laid down in ECHA Guidance on Information Requirements and Chemical Safety Assessment; Chapter R.11: PBT Assessment (May 2008). The assessment of PBT / vPvB properties is based upon a separate assessment for each parameter (i.e. P or vP, B or B and T). Substances are only assigned as PBT or vPvB when they fulfil the criteria for all three properties (persistency, bioaccumulation and toxicity in case of PBT substance) or both criteria (i.e. very persistent and very bioaccumulative) in case of vPvB, respectively.

Due to results of the prolonged ready biodegradability testing (55 days instead of 28 days) according to OECD Guideline 301 F (Eisner, 2013), 1,2,3-Propanetriol, glycidyl ethers is considered as persistent (P) but not very persistent (not vP).

The B criterion (bioaccumulative substance) is not fulfilled, since the octanol-water partition coefficient (logPow) was predicted as -2 (Chemservice S.A., 2012) and the Bioconcentration factor (BCF) is far below the trigger value of 100 L/kg (3.16 L/kg, Chemservice S.A., 2012). Therefore, 1,2,3-Propanetriol, glycidyl ethers can be considered as non-bioaccumulative (not B).

The target substance possesses no potential to be long-term toxic towards freshwater invertebrates (NOEC (21d): 8.2 mg/L; Liedkte, 2013). Experimental results from read-across substances for 1,2,3-Propanetriol, glycidyl ethers are taken into account in order to complete the T assessment of the target substance. However, classification as carcinogenic (Category 2), mutagenic (Category 2) and toxic for reproduction (Category 2) is warranted. Thus, based on the criteria laid down in REACH Regulation (EC) 1207/2006 (Annex XIII), the substance has to be considered as toxic (T).

As conclusion,1,2,3-Propanetriol, glycidyl ethers fulfills two relevant criterion (toxic and persistent). Therefore, making all allowances for regulatory parameters available, the substance is neither PBT nor vPvB.
