According to REACH Annex VII/column 2, the study does not need to be conducted if the substance is marketed or used in a non-solid or granular form.
As presented under IUCLID Section 4.1, the substance is a liquid, therefore the endpoint is not relevant.

The substance is described as a colourless to pale yellow, slightly viscous, liquid.

Physical state at 20°C and 1013 hPa:
liquid

An experimental study report, relating to other physico-chemical endpoints but including a description of the substance, was provided, and considered as fully reliable. Therefore the result is considered as key data.

The substance is borderline, but matches the definition of a liquid, with freezing point = 19°C, while CLP criteria is mp <20°C. Freezing and melting transitions may differ slightly, but as presented under IU section 4.2, seeding was used to initiate the crystallisation, so the result is expected to be the closer value to melting; the substance may also exist in subcooled state at lower temperature.
