Justification:

The PBT Assessment for the substance is based on the criteria set out in the “Guidance on information requirements and chemical safety assessment, Chapter R.11: PBT/ vPvB assessment (ECHA, 2014).

Persistence Assessment

The substance is neither readily nor inherently biodegradable in standard tests for biodegradability. However, the substance undergoes photodegradation, with a half-life ranging from about 4 to 5 hours, in the photic zone of lakes and rivers. Thus, the test substance meets the screening criterion for Persistency

Bioaccumulation Assessment

Due to the very low log Kow (<0), the substance has no potential for bioaccumulation. The log Kow of the substance is very much lower than the threshold value of the screening criterion for B (log Kow>4.5). Furthermore, experimental tests on an analogous substance of the Stilbene Fluorescent Whitening Agents category on fish were performed and no evidence for bioaccumulation was indicated. In all experiments performed only trace concentrations (less than 0.05 mg/kg) of the tested substance were present in the fish at exposure levels up to of 1 mg/l. In most instances, no detectable substance levels have been found.

Therefore B-criterion is not fulfilled and the substance is not considered to be B or vB.

 

Toxicity Assessment

The substance is not toxic to mammalian based on the available data. The substance is not classified for the environmental toxicity considering the acute, however, it is classified in the Aq. Chronic 2 considering the chronic toxicity studies. The NOEC in the available chronic aquatic toxicity studies is however higher than 0.01 mg/l. The substance is not classified for carcinogenicity, mutagenicity, reproductive or developmental toxicity. In this case, the substance does not meet the criteria for toxicity and is not considered to be T.

The substance is considered as Persistent, but it is not considered as PBT as it does not meet the other two criteria (B, T)
