In accordance with column 2 of REACH Annex VII, this study does not need to be conducted as this substance is incapable of reacting exothermically with combustible materials on the basis of its chemical structure. The material does not contain any functional groups which may indicate oxidizing properties. Therefore, it can be concluded by expert judgement that this substance has no oxidizing properties in the sense of EC Guideline A 17. The determination according to EC Guideline A 17 is not necessary.

The Oxygen Balance (OB) calculation combined with an examination of the chemical structure were selected criteria as a means of predicting oxidizing properties.

The oxygen balance is calculated from the empirical formula of a compound in percentage of oxygen required for complete conversion of carbon to carbon dioxide, hydrogen to water, and metal to metal oxide.

On the basis of the rule base, the substance contains no structural groups that are indicative of oxidising properties. Although the substance contains oxygen, the atoms are only bonded to carbon and/or hydrogen, and hence oxidizing properties are generally unlikely. In addition, assessment of the oxygen balance for the substance indicates a negative value. Based on the information and review of the above substance, Indigo is deemed not to be potentially oxidising, based on the chemical structure and oxygen balance values.
