PACT - Public Activities Coordination Tool

The public activities coordination tool (PACT) provides an overview of the substance-specific activities that authorities are working on under REACH and the CLP Regulation. These activities are being carried out in line with ECHA’s Integrated Regulatory Strategy.

PACT provides up-to-date information on the activities planned, ongoing or completed by ECHA and/or MSCAs for a given substance in the following areas:

  • Data generation and assessment – dossier evaluation, substance evaluation, informal hazard assessment (PBT/vPvB/ED).
  • Assessment of regulatory needs (ARN).
  • Regulatory risk management – harmonised classification and labelling (CLH) , SVHC identification, recommendations for inclusion in the Authorisation List, restriction.

A summary of all the substance-specific activities can be found under ‘Details’ for each entry.

Remarks
There was a SID clarification in winter 2018 and a new list no 701-171-0 was created for this substance (previously 915-333-5). This substance is included in the SEV for Phenol, styrenated (EC 262-975-0).

According to the SEv conclusion document, available information from in vitro and in vivo tests on 4-monostyrenated phenol (4-MSP), the main constituent of the substance, is considered sufficient by the eMSCA to identify 4-MSP, and consequently the substance, as an endocrine disruptor for the environment according to the WHO/IPCS definition. The eMSCA will conduct a Regulatory Management Option Analysis (RMOA) to assess whether to propose the substance for SVHC identification on the basis REACH of Article 57 (f) based on the presence of 4-MSP.

More information is available in the SEv conclusion for Phenol, styrenated (EC number: 262-975-0 | CAS RN: 61788-44-1) & Reaction mass of 2,6-bis(1-phenylethyl) phenol and 2,4,6-tris(1-phenylethyl) phenol (List No number: 701-171-0) [formerly identified as Reaction mass of 2,4,6-tris(1-phenylethyl) phenol and Bis(1-phenylethyl) phenol (List No number: 915-333-5)]
