Registry of restriction intentions until outcome

The registry of restriction intentions until outcome lists the intentions and Annex XV restriction proposals received by ECHA.

A restriction proposal may be prepared by a Member State or by ECHA at the request of the Commission or on its own initiative for substances in the Authorisation List. It is a legal requirement for a Member State to notify ECHA of its intention to prepare a restriction dossier. The advance notice enables interested parties to plan and prepare for commenting later on.

Interested parties can follow the progress of a proposal through the restriction process, from the notification of the intention to the adoption of the final opinions by the Committee for Risk Assessment (RAC) and the Committee for Socio-economic Analysis (SEAC), and the adoption of the restriction by the European Commission.

Stakeholders are encouraged to submit any relevant information to the dossier submitters during the preparation of the restriction proposal and during the public consultations. Information to motivate any exemptions to the scope described in the intention is particularly useful to receive in the preparatory phase of the dossier.

Details on the scope of restriction
Perfluorooctanoic acid (PFOA, CAS 335-67-1, EC 206-397-9), and any other linear or branched perfluoroheptyl derivative with the formula C7F15-X and any linear or branched perfluorooctyl derivative with the formula C8F17-X (where X=any group, including salts, other than F, Cl, Br), except those derivatives with the formula C8F17-SO2X', C8F17-C(=O)OH or C8F17-CF2-X' (where X'=any group, including salts) shall not be manufactured, used or placed on the market as substances on their own, as constituents of other substances, in a mixture or in articles.
Reason for restriction
PFOA is not degradable, accumulates in organisms and is toxic (REACH Art. 57 c and d; CMR and PBT). Precursor substances (PFOA-related substances) can be degraded to PFOA in the environment.
PFOA as well as PFOA-related substances can be found in consumer articles and during the life-cycle
of these articles these substances can be released into the environment.
Both, PFOA and its precursors, are man-made chemicals without known natural sources.
Nevertheless, PFOA as well as precursors can be found in all environmental media including remote regions like the Arctic.
Humans are exposed to PFOA and PFOA-related substances mainly via food, drinking water and indoor air. PFOA can be found in human blood of the general population and is transferred to foetus within the mothers’ body or via breast milk. Half-life of PFOA in the human body is approximately 3.5 years.
