In Annex IX of Regulation (EC) No 1907/2006, it is laid down that toxicity testing on terrestrial species shall be proposed by the registrant if the chemical safety assessment indicates the need to investigate further the effects on soil organisms. In chapter 9 and 10 of the attached CSR it is clearly stated that the substance does not pose any threat to the environment. According to Annex I of this regulation, the chemical safety assessment triggers further action when the substance or the preparation meets the criteria for classification as dangerous according to Regulation EC 1272/2008 or is assessed to be a PBT or vPvB. The hazard assessment of 1,1'-[oxybis(ethyleneoxy)]diethylene (CAS 764-99-8) reveals neither a need to classify the substance as dangerous to the environment, nor is it a PBT or vPvB substance, nor are there any further indications that the substance may be hazardous to the environment. Furthermore, the substance is considered readily biodegradable, however failing the 10-d window. Additionally, as the log Koc is well below 3 and the substance has no cationic properties, a very low adsorption potential is indicated. Therefore, binding to sewage sludge is unlikely and as a consequence a transfer to the soil compartment is not expected. According to REACH Regulation (EC) No 1907/2006, Chapter R.7c, Table R.7.11 - 2 (soil hazard categories) the substance belongs to hazard category 1. Following this the screening assessment would be based on the EPM (Equilibrium Partitioning Method). However, since no hazard is identified and no PNECs are derived for the aquatic compartement based on acute effect values > 100 mg/L for the trophic levels fish, aquatic invertebrates and algae and chronic effect values > 10 mg/L for aquatic invertebrates and algae) the EPM is not applied as no significant toxicity for the soil compartement is expected. Consequently, no tests on terrestrial organisms are provided.
