The surface tension of Salt reaction of borate, cobalt(2+) and C3/C8/C10 carboxylates is not expected and should be vey low based on the fact that the surface tension of cobalt, borate neodecanoate and cobalt bis(2-ethylhexanoate) are very low and similar: 52.9 mN/m (Krack, 2010) and 64.4 mN/m (Krack, 2010) at 20°C, respectively. It can safely be assumed that Salt reaction of borate, cobalt(2+) and C3/C8/C10 carboxylates have no surface activity and that further testing is not required (in accordance with regulation (EC) 1907/2006, Annex VII, section 7.6, Column 2).
