The test substance, 2,3 -epoxypropyl neodecanoate was evaluated for surface activity in an O.E.C.D. test guideline no. 115 using a tensiometer and ring method. The test substance was demonstrated to have an experimental Surface Tension of 45.3 mN/m at 22 °C and 48.9 mN/m at 21 °C. Therefore, the test substance is considered to be surface active based on the criteria of the O.E.C.D. test guideline.
