Information on biocides

Biotsiidimääruse ((EL) nr 528/2012) aluspõhimõte on, et biotsiide ei tohi ilma loata Euroopa Majanduspiirkonnas (EMP) ja Šveitsis turul kättesaadavaks teha ega kasutada. Loa andmine toimub kahes järjestikuses etapis. Kõigepealt hinnatakse toimeainet ja (kui kriteeriumid on täidetud) kiidetakse see konkreetse tooteliigi jaoks heaks. Teises etapis antakse luba igale heakskiidetud toimeaine(te)st koosnevale, neid sisaldavale või tekitavale tootele. See leht käsitleb esimest etappi.

Sellel lehel olevad andmed keskenduvad toimeainele/tooteliigile. See kajastub kõigis otsingufiltrites ja otsingutulemustes. Allpool olev tabel sisaldab teavet toimeaine ja tooteliigi kombinatsiooni kaupa. Tõhususe huvides kasutatakse terminit „toimeaine“ võrdväärselt terminiga „toimeaine ja tooteliigi kombinatsioon“.

Andmebaas sisaldab läbivaatamisprogrammiga hõlmatud ja hõlmamata toimeaineid ning biotsiidimääruse I lisas loetletud aineid. Toimeainete kategoriseerimise lisateave on lehel Toimeainete heakskiitmine.

Allpool on selgitatud, mis otsinguid saab teha ja kuidas teavet esitatakse.

Kuidas otsida?

Biotsiidide toimeainete teavet saab vaadata kahel viisil:

– konkreetse toimeaine ja tooteliigi kombinatsioon (kasutage otsingu vahekaarti) ja

– kokkuvõte kõigist tooteliigi taotlustest, mis on konkreetse toimeaine kohta esitatud (kokkuvõtte vahekaart).

Otsingute vahekaardil saate teha järgmisi otsinguid:

– toimeaine andmed: aine identifitseerimisandmed, tooteliik, asendamisele kuuluv aine
(Asendamisele kuuluva aine vaikeolek on „hindamisel“, kuid see olek ei tähenda automaatselt, et toimeainet peetakse asendamisele kuuluvaks aineks. Kui toimeaine on identifitseeritud kui võimalik asendamisele kuuluv aine (või mitte), kuvatakse teabe avaldamislehel selle olekuna vastavalt „jah” või „ei”.)

– heakskiitmismenetluse andmed: nt loataotluse olek, heakskiitmisprotsessi hindamisetapp, antud loa kehtivus

– seonduvad heakskiidetud biotsiidid (biotsiidi kaubanduslik nimetus).

Kuidas teavet esitatakse?

Tulemuste tabelis on toimeaine teave, nt heakskiitmise algus- ja lõppkuupäev, hindav pädev asutus ning heakskiitmise või hindamise olek. Aine nime kohal on link aineteabe lehele (teabekaart), kus on kõigist ECHA hallatavatest regulatiivsetest kontekstidest kogutud kokkuvõtlik aineteave.

Toimeainete andmed pärinevad biotsiidiregistrist (R4BP 3). Selles on nende toimeainete teave, mille kohta on esitatud taotlus konkreetse biotsiidiliigi heakskiitmiseks biotsiidimääruse või biotsiididirektiivi (direktiiv 98/8/EÜ) alusel. NB! Toimeainete teabe avaldamiseks või taotlusprotsessi uusima oleku kuvamiseks tuleb edukalt läbida biotsiidiregistris (R4BP 3) nõutav valideerimisetapp.

Konkreetse toimeaine heakskiitmise lisateave on teabelehel (tulemuste tabelis silmaikooni kaudu). Teabeleht sisaldab uusimaid heakskiitmismenetluse andmeid, sh asjakohased dokumendid, seonduvad heakskiidetud biotsiidid ja kõigi toimeaine heakskiitmisega seotud muudatuste ülevaade.

Tulemuste tabelis on näha ka seonduvate heakskiidetud biotsiidide arv. See arv näitab konkreetset toimeainet sisaldavate tooterühmade (loarühmade) arvu.

Vahekaardil „Kokkuvõte“ on loetletud kõik tooteliigi taotlused, mis on esitatud konkreetse toimeaine kohta, olenemata sellest, kas luba anti või taotlus lükati tagasi. Toimeaine ja tooteliigi kombinatsiooni heakskiidu olekut näitab ikoon. Kui hoiate kursorit ikooni kohal, näete loataotluse olekut ja hindamisetappi, kui heakskiitmismenetlus on pooleli, ning saate vaadata toimeaine teabelehte.

Tulemuste eksportimine

Toimeainete tulemusi saab eksportida ECHA veebilehe standardvormingutes (XLS, CSV ja XML).
