Conclusions:
When exposed to humidity of air, VCl3 instantaneously decomposes in VOCl2 and HCl, following the equation:

VCl3 + H2O => VOCl + 2 HCL
VOCl + 1/2Cl2 => VOCl2

This reaction is verified weekly in a laboratory by the color change when VCl4 is exposed to the air (red to green).
Testing for hydrolysis is then technically impossible and scientifically unjustified: instantaneous decomposition of VCl3 in presence of humidity of air do not allow hydrolysis testing.
