Description of key information

No reliable data is available on flammability of selenous acid. Only secondary data without known source is available stating selenous acid is non-flammable.

Since the source of the flammability data is not known, the reliability can not be assessed.

However, selenous acid will be registered as a transported intermediate with a tonnage band of 100 – 1000 t/a. Based on Article 18, Chapter 3, Title II of regulation (EC) 1907/2006, any manufacturer or importer of a transported isolated intermediate in quantities of one tonne or more per year shall submit a registration to the Agency for the transported isolated intermediate. This registration shall include any available existing information on physicochemical, human health or environmental properties of the intermediate. Where a full study report is available, a study summary shall be submitted. According to “ECHA Guidance for intermediates, February 2008”, a registrant of transported isolated intermediates can provide reduced registration information according to Article 18(2) if he confirms that he is manufacturing and/or using the substance under strictly controlled conditions and if he confirms himself or states that he has received confirmation from the user that the substance is used under strictly controlled conditions as described under Article 18(4). For transported isolated intermediates the information requirements on physicochemical, human health and environmental properties are limited to the data that is available to the manufacturer (e.g. information he holds himself or that he can obtain from other sources) without any additional testing.

For selenous acid a substance specific literature search has been conducted (see IUCLID section 12), however, no relevant reliable data is available on flammability of seleous acid.

Justification for classification or non-classification

Selenous acid is not proposed for classification as pyrophoric solid or substance which in contact with water emits flammable gases.

This substance is void of any chemical structures associated with pyrophoric properties. In addition, for selenous acid it is noted that despite long-term industrial use of the substance, it is not classified for pyrophoric properties according to UN transport regulations (in accordance with section 1, Annex XI of regulation (EC) 1907/2006). Furthermore, long-term industrial experience in handling showed that the substance does not ignite in contact with air. Therefore, the substance does not have any properties which require classification for pyrophoric properties according to Regulation (EC) No 1272/2008.

This substance is void of any chemical structuresthat might lead to a reaction with water or damp air, leading to the development of dangerous amounts of gas or gases which may be highly flammable.Further, it is noted that despite long-term industrial use of the substance, it is not classified as flammable in contact with water according to UN transport regulations (in accordance with section 1, Annex XI of regulation (EC) 1907/2006). Therefore the substance does not have any properties which require classification as flammable in contact with water according to Regulation (EC) No 1272/2008.
