New chemicals to fall under export notification obligation

Annex I to the Prior Informed Consent Regulation (PIC) has been amended with 12 new entries, which cover a total of 143 chemicals. The amendment will enter into force on 1 February 2016. To continue exporting these chemicals without interruption, a notification should already be submitted in December 2015.

Helsinki, 4 December 2015 - Annex I to the PIC Regulation lists those chemicals that require an export notification before they can be exported outside the European Union. The notification should be submitted to the Member State authorities at least 35 days before the expected date of export through the IT tool ePIC.

The new entries included in Annex I to PIC are:

  • 1,1-Dichloroethene
  • 1,1,2-Trichloroethane
  • 1,1,1,2-Tetrachloroethane
  • 1,1,2,2-Tetrachloroethane
  • Dibutyltin compounds
  • Dioctyltin compounds
  • Fenbutatin oxide
  • Lead compounds
  • Pentachloroethane
  • Trichlorobenzene

Additionally, the following entries are added only to Annex I part 3 and exports of these chemicals are banned (with the exception of quantities below 10 kg per year per importing country for research and analysis purposes).

  • Commercial pentabromodiphenyl ether, including
    • tetrabromodiphenyl ether
    • pentabromodiphenyl ether
  • Commercial octabromodiphenyl ether, including
    • hexabromodiphenyl ether
    • heptabromodiphenyl ether

The Annex I list now contains 199 entries, which cover just over 1 000 chemicals. It is updated regularly as a result of regulatory actions under EU legislation and developments under the Rotterdam Convention.
