Recommendation for inclusion in the Authorisation List

ECHA is obliged to regularly submit recommendations of substances that should be subject to authorisation to the European Commission. To this end, ECHA prioritises the substances from the Candidate List to determine which ones should be included in the Authorisation List (Annex XIV ).

The prioritisation is based on the available information on intrinsic properties, uses and volumes of the substances on the EU market.

Public consultation

Anyone can comment on the proposed recommendation. In particular, comments may address uses which should be exempted from the authorisation requirement. Those most likely to be interested are companies, organisations representing industry or civil society, individual citizens, as well as public authorities. Comments are welcomed from the EU or beyond. The public consultation lasts for three months.

ECHA takes into account the comments for updating the draft recommendation. The comments will help the Member State Committee to draft its opinion on it.
